An incredible precedent created in case of a family of Germans would give chances and get the Romans for political asylum in the United States. Just like the german State, accused of serious violations of civil rights, the Romanian authorities prohibited education of children at home.
The second essential reform measures are missing from the new draft law of education: the legalization of education (homeschooling), currently permitted only in special cases of the disease, and the introduction of a voucher system, whereby the State leave to the discretion of parents directing funding towards educational service providers (public or private).
Not covered by the Ministry of Education in the form of draft normative act, which will come in after a public debate within the Government, the two measures could have some more chances at Parliament. Deputy PD-Tia Carmen has made it the first moves to legalize home-based education, calling for education committees of the two chambers, and declares that he intends to support and alternative financing type system with vouchers.
2 mil. Is the number of pupils educated at home in the u.s., growing spectacular front of previous years.
2.8 million students are in entire pre-university education from Romania, of which more than two-thirds in primary school and secondary school.
80% is the degree of coverage in education of the population of school age from Romania. Drop-out rate exceeds 2% in primary and secondary education.
More serious than the lack of money, frequently invoked by the authorities, the educational system from Romania suffers from lack of freedom. Parents have the obligation to pay taxes, but the right to decide about education that you will receive the children closed by authorities. The system is dominated by centralism, and the intentions of the current Minister, Etheridge, to reorient budgetary financing partially from the school toward the pupil are insufficient to resolve the fundamental problems.
Completed by the Ministry, the new draft law of education get these days from the Government and will stay a month in public debate. Some real reform measures that would restrict the present management aware and would recognize the rights denied to those who should be the beneficiaries of the system (parents/children), are omitted in the form of regulatory action, but could be included at a later date. Thus, the legalization of education (homeschooling) and the introduction of a voucher system whereby the State leaving the choice parents directing funding towards educational service providers (public or private), stimulating competition between them, are supported by a Deputy of the democratic Liberal Party (PD-L), Carmen Matthew, to be included in the education reform. "Homeshoolingul is the missing formula of Magan. Legislation is required in order to have real reform. Must be stimulated by supporting educational pluralism, confessional education, educational alternatives. A system of vouchers would be good as an alternative of financing, "says Tia.
Education at home, then PD-L has already had an intervention in plenary session and started discussions with lawmakers from boards of education. "We have convened committees in both Chambers to analyze specific aspects of the problem. With colleagues in the Commission of the Chamber of deputies have already discussed last week, when I sent an official letter and the Minister Funeriu, asking him whether he has in mind resolving the problem of education at home and in what form, "says the mp.
The 18-year-old home
Romania is among the few countries in Europe (Germany and Slovakia have tougher restrictions) that does not allow children at home than in special cases of the disease. License valid for parents of romani is not applied and people with foreign citizenship established in Romania, if in their countries of origin in homeschooling is permitted.
The infringement of this right of parents to decide on the education of children has already brought Germany in a situation extremely jenanta. A family of German citizens received, for the first time earlier this year, political asylum in the United States, applicants from countries in war or persecution is serious exercise against the population. Teachers of music, living in a quiet area with good at public expense, Uwe and Hannelore Romeike husbands were away from the usual image of asylum seekers. But they decided to leave the country in 2008, after the decision to educate their children at home, who could provide the most decent conditions, brought them fines of over $ 10,000 and the intervention of the police that he had picked up the children from the home and forcibly escorted into a public school. The lawyer showed Germans as Germany victimize parents who want to educate their children at home on the grounds that it creates a "parallel society", although most of the research done in other countries prove academic excellence and outstanding social achievements of children educated in this way. American judge who approved the application for asylum has been submitted the decisions of German courts bungling: they accept homeschoolingul in the case of families who travel frequently (e.g., circus artists), but reject the same as parents who want to carry out on grounds of conscience.
In this case, the Romeike family was the desire to raise their children in the spirit of Christian values, respected, in their opinion, in German schools. For other parents, homeschooling, choice is justified by the poor quality of education, institutional desire to shun children influence stability in ideologizate, a powerful violent environment present in many public schools, or for the very wealthy, the opportunity to provide training under special conditions.
The Romans, potential applicants for political asylum
Political asylum granted to citizens of a country Western allied, placing it in the company of no select States such as North Korea, as it violates human rights, brutal lift for American authorities much more serious problems. The precedent could be used by citizens of other countries where homeschoolingul is illegal. Without problems you might qualify and Romans, along with Slovaks, Bulgars and Swedes (the latter have a right legally, but conditions authorization make it virtually impossible for this form of education). "We cannot ignore the precedent created in USA with German family," says Tia Carmen.
Deputy PD-L has decided to support the legalization of homeschoolingului after it learned that a family from a village in college or refuse, for religious reasons, to send their children to school in the town situated several kilometres away, because the bus station are on permanent display with pornographic magazines. "They want to educate home paying a teacher, but the city refused to send more. There are children with parents gone abroad, for which teachers are concerned to hand over the reward. It would be maybe a chance to practice and to get revenue for many specialists in education. Anyway, and cheaper for the State is such a better alternative than setting up a schools in villages with two to three children, "says Tia.
The only loophole found by parents to educate their children at home and is enrolling in a school abroad with distance learning, not risking sanctions from the authorities.
Carmen Tia looks like in Romania there is a tradition of "training in particular," practiced in the interwar period in very rich families, whose children had to present the baccalaureate in public schools, but after the establishment of the interrupted tradition of the Communist regime. In his opinion, the State has to keep some form of control in this system of education, checking periodically the accumulated knowledge of children but avoiding excess regulation and imposition of conditions of approval that do, in fact, the whole system is broken. Models supported in homeschooling world range from the highly regulated in Europe and in several u.s. States in which public authorities keep control important, to those in which the State does not intervene almost at all.
Better results at home than at school
The success of education at home is most evident in the United States, especially from parents dissatisfied with public schools. At present, nearly two million American children are ready at home (as total students educated in public schools of new small States). Research conducted last year showed that they have obtained scores by 34% to 39% higher than public school students to attend the knowledge tests, libraries more often, have more social activities, use the computer more, but they are watching the TV rarely, 71% go to University, compared to 69% of graduates from public schools, the performances are less influenced by the parents ' income and their education the tests and the results are just as good in the States with high scrutiny from the authorities as well as in those with minimal last but not least, the cost of education at home is ten times lower than for a student in a public school (550 us dollars a year, compared to more than 5,300 dollars).
Home educated children do not have any social problems. Learn to socialize in the presence of adults and have activities that interact with other children.
Results from the tests
Children educated at home in the us obtain better results from tests of knowledge than those in public schools, in both reading and math, and the difference in performance between girls and boys is smaller.

Difficult reforms

Must understand three things. First, where we are: in a socialist system in which the State establishes the goals of education and manage means. Basically, public education is a disaster; just as the Internet and other meditations, manifestations of religious freedom relieve catastrophic consequences. Second, where it should go. I remember meeting I did Habib Jose six years ago at the Ministry of culture: "welcome in an institution that should not exist". Privatization of education must be conceived in two dimensions, the liberalization of the supply of services, but also for the evaluation, so that the standards of education themselves to free market emearga. Third, why the reforms on this path, including homeschoolingul, are demanding. Because it is in the interest of those who are in a position of resource managers to administer them. They maintain permanent false rhetoric as education needs money, when in fact he needs freedom. Sure, the initiative appears from among party, relating to homeschoolingul is salutata and libertarian. The proposal upset the illusion of parents-vote State ii allows the moral responsibility for the future of children and uses the value of the family to recover a seized by the State. I doubt, however, that will go far.
Classical values lost

Problems of education (in conjunction with laws that compel children and parents to participate in such a system) are not only local, but also management system philosophy, philosophy what to commit a profound spirit of social engineering, which currently form the basis of economic and political measures projects everywhere, whether totalitarian or democratic systems. Through education, the spirit of this social engineering has been extended and the human person, as an entity, and resulted in the first place in the denial of human nature and trying to change it and/or rebuild on other databases-to make it "predictable"-always dream of engineers and workers.
Conspiratorial or not, intentionally or not-philosophy and logic, the results of the table indicate that it remains one ideological and ideologizant. Social and political ideals of the time I end up in a standardized form and necritica on education, be it nationalist ideal, euro-Atlantic values or the fairness of the policy.
The fundamental difference of mass education, with a classical education (which was traditionally provided by parents or guardians) consists of an eroded and finally, overthrow the traditional values and rejection of Christianity as a central element of Western civilization (secularization). Classic traditional values has been picked up by nihilism, relativism, political correctness, the latter being presented falsely as a philosophy of tolerance and being institutionalized by antidiscrimination laws "minorities" (laws which, in substance, involve non-recognition of the rights of "peaceful" majoritatilor to behave naturally, in accordance with their own beliefs). The merit of classical education training consists, first, in some type of reference to the values and norms that cannot be understood outside of Christianity is still running.
Virtues are not acquired formally as simple rules and constraints, social, but they are born by educating the heart and mind in the spirit of love of God and people.
Although the actual homeschooling is not automatically linked to classical education, many practitioners of this type of education have adopted nowadays classical education curriculum. Recognition of legitimacy homeschooling-s means the recognition of the rights of those parents who decide to protect children from the effects of devastating, spiritually and morally, of trendy philosophies-moral relativism, nihilism, and the "sexual revolution" and sexual education à la Kinsey, who gradually penetrated and in schools. And last but not least, homeschooling would be perhaps the best chance of moving from social engineering philosophy towards a free society-philosophy could form the basis to consolidate a genuine liberalism.

Though it has been and continues to be declared a priority of national policy class, education is the most experimental realm of void, in which children and parents are the ones who must face a vast and perpetual uncertainty kept by the Ministry. Radiografierea status of Romanian education reveal the bankruptcy of management aware, as in many other social areas where the State is deeply involved, as well as health, infrastructure, public safety, etc.
To be subfinantarea cause primordial all shortcomings in this area? I think not. While bureaucratic management is focused on cost and size proportion of GDP allocated by the Government, meaning efforts, and will not take into account indicators of effects, it will not be able to reach a high-quality education. But, as Ludwig von Mises magistral demonstrate in public administration, there is no market price for results, and this makes it impossible to operate the public sector after the criterion of profit/loss, as well as private. Do not understand that education has no value to the individual, but that its value cannot be assessed through market transactions. Thus, the test for success or failure of an operating in the private sector and that is a fundamental tool for demonstrating the usefulness of a specific social activities, cannot be applied in the public sector and education.
By its nature, the State monopoly in stiff fails to create compatibility between offer and demand, skills between education and the labour market. Instead we have a flexible system in relation to the dynamics of the economy, current education represents more than a lever through which Centre on the State of social psychology and is an obstacle in the way of acquiring and exercising the freedom of the individual.
If we accept that the current institutional arrangement, characterized by centralism and smoothing, did not generate enough incentives to improve the quality of educational services, innovation and improvement of educational techniques or the school infrastructure, then that would be a better solution. Throwing a overview of the directions of reform in various places around the globe, we conclude that, although some contain special features, they are built around some key components: promoting choice among consumers of educational services and the competition between their suppliers.
Is it fair that parents have the right to school choice and to finance the considered to be the best for their child, whether it is public or private? Then, how can it be interpreted as a certain opportunity schools less than required to close the gates because of their "clients" turn their preferences towards others better? The solution found in many other parts of the world and that you support is a proactive market reform, namely the creation of a competitive educational services markets by encouraging private real tender to all rungs of education. Someone could say that there's a private offer, but, unfortunately, the only alternative is private in scope, funding for private schools to be accredited and work legally, you have to adapt and shape the rules of its functioning after the "image and likeness" of the State. Why should you be the one who establishes the Ministry Cabrera and what kind of education do I need to get per child? Aren't these rules led Romanian school at this bankruptcy?
We must recognize that, instead of stimulating the formation of competent, so far have generated among the students a real (diplomo) multiple sclerosis. In the absence of certification, some Ministerial diploma will guarantee competent, while others will be just simple paper. Thus, incetand to be shaped by the State, private schools are forced to adapt their educational services at the request of the beneficiaries and to external economic environment. Just so we can approach the school again in the labor market.
Education and the State
Maccoll, Acc. Univ. Dr. Academy of economic studies (ASE), ECOL
Almost all educational systems are, at present, the real bastions whereby State lead walking. With very few exceptions, formal education is funded, regulated and provided by Governments. Basically, from the institutional point of view, formal education is a monopoly of the State. Therefore, education (State) provided even democratic Governments of most developed countries do not differ fundamentally, in the conception and organization of higher education (dialectic) of former socialist countries. And in one case and in the other, someone tells them how others what is and must be education. Moreover, the history shows us that, in the case of totalitarian political systems and in the democratic, public school was a "visible hand" through which the State has continually sought to instill "order" in people's minds.
There was, however, always been that way. Starting off at 1840, in America there has been a vast campaign of replacement of the system, and extended with so-called "free education", in fact, schools in which parents and any taxpayer costs achitau indirectly, through taxes, rather than pay them directly through the school fees and dues. According to the famous Professor West, which Provided has studied in detail the development of the role of the State in education, this campaign was not run by parents unhappy, but "first teachers and Government officials." In the United Kingdom, as in the United States, education was almost universal before his Government takes control. In fact, the Government has stepped in as a result of pressures of teachers, school and birocratilor intellectuals "well", rather than the parents. And the bottom line is that by "nationalization" school quality and educational diversity dropped.
Nowadays, the twenty years after the collapse of the Communist regime, the Romanian school listen to as much of the Center's orders; teachers are paid the same (uniform), i.e. in the absence of any criteria of differentiation through competent; school textbooks have stuck to the principle of anchilozate in the class ' ready to remember "; students looking skywards, rightly, informal education, free media and the explosion of the Internet; "6% of GDP for education" was always a failure of leitmotivul Park, with the illusion that if you becomes higher overnight, State budget would cease to be "black hole" of taxpayer money; Finally, the Romanian school is rather the institution of the Ministry and of the teacher, the learner and than a family, which is supposed to be its true beneficiaries.
The situation we face in the present and in the recent past shortcomings demonstrates the failure of the current model of the Romanian School of State centralism in education. The problem of education can be solved only with more money from the State budget. More does not mean better, even in terms of school budgets. In education, no money is missing, but the market on which they move through entrepreneurial incentives, competition between schools and moral responsibility.
The fundamental problem of the Romanian School of failure as you centralized system of State education to adapt to the decentralized system, competitive labour market. School administrators and bureaucrats do not fold the politicians need to say why the professional qualifications and skills the economy needs, but only market. Moreover, education is the sphere of economic assets and from educational through centralization, that is, through the solidarity of taxation, in the middle of the preservation of the status quo State …
The program currently located at political power tells us that important is financing the student, not the school, because "the quality of education matters more than its provider type". In this case, automatic solution should be the introduction of vouchers for education, as a mechanism designed to potenteze the competition between suppliers of educational services, public and private. Beyond the danger of illusion maintained by Milton Friedman-as well as public money would put into motion a real market, what could be wrong in encouraging choice and competition in education?
It is, of course, a rhetorical question, why not require invoking the fundamental right of parents to decide on aspects of life to their children. Even the international conventions are supporting this "natural law": for example, the Universal Declaration of human rights shows that: "… parents have the priority right to choose the kind of education that you will receive their child", and the European Convention on human rights provides that "… the Office of research and teaching, the State will respect the right of parents to ensure that education and teaching in conformity with their religious and philosophical convictions."
And beyond what is "right" even sit "efficiency": parents are able to choose the school their child is appropriate. They know best the needs of their children, definitely better than bureaucrats and educationali theorists. Both parents have a greater interest in educating their children, and a more profound understanding of their needs and possibilities than anybody else. Educational reformers start from the premise that the hapless parents aren't interested in their children's education, nor have the competence to decide and choose for them. In reality, however, when the State would release the reins of monopoly or from education up to the level of dignity for family, parents would be the best "school inspectors ' omniprezenti their children, continually and individually informed. In this context, homeschooling appears as natural form, natural, Renaissance of the family through and along with free education.
Here, the free education means freedom of choice, which before the war as essential concept of any reforms. Education is not done in a manner unique and remarkable, which involve, naturally, the diversity of educational services. Therefore, education based on choice and competition is a normal and desirable outcome. Because otherwise, the school cannot hope that will lead to freedom, autonomy and responsibility in society, without first obtaining, herself, these virtues.
