Entrepreneurship is the key aim of the European strategies that combine redresarii from the current crisis as the answer to long-term economic growth. Both the european economic recovery Plan (2008) and strategy Think small-scale first: Priority to SMEs. A "Small Business Act" for Europe (2008) provide for policies and measures to encourage entrepreneurship and facilitate the activity of small and medium enterprises. These include: reducing administrative burdens for SMEs, the cancellation of the annual balance sheet to prepare and ensure the payment of the invoices by public authorities towards SMEs in less than a month, helping ocupation of labor by reducing employers ' social expenditure in the case of low income and reduced rates of VAT for labour-intensive services with use of workforce, increasing access to financing , including the structural funds.
The Conference has provided a framework for discussion of the impact of European strategies and their transposition into government policies from Romania on business environment. The debates have come together at the same table representatives of civil society, companies, chambers of Commerce, but also universities, who have had the opportunity to discuss with key officials from public institutions.
The Conference brought about this for the first time in Romania of Mr. Scott Jacobs, expert consultant, one of the initiators of the reform of regulations and administrative simplification. within the OECD. Scott Jacobs has assisted dozens of Governments in improving the regulatory environment for SMEs, and has published a large number of works for the OECD, the World Bank and the IMF.
The discussion was opened to any SME representatives, PFA, employers ' Association or NGO, business and universities. The event was organized within the project of EUROPEAN ENTREPRENEURS, implemented by the Centre of analysis and institutional development — Eleutheria (CADI), in partnership with the National School of political and Administrative Studies (SNSPA), National Association of exporters and importers from Romania (ANEIR) and European School of Management (ESCP-EAP) in London.
