Founded in 2004, The Center of Institutional Analysis and Development Eleutheria Foundation (CADI) is an academic and entrepreneurial cooperation platform for a network of researchers and consultants in human, social and organizational sciences.

Our vision is a society of individuals who choose their own values and are governed by their own values and goals. The proper purpose of rules, including political institutions, is to ensure the widest possible individual freedom that does not violate the freedom of others.

We aim to help develop individuals well adapted to the environment in which they lead their lives and who can help improving this environment: morally autonomous (able to take the right and responsible decisions), economically autonomous (able to take efficient decisions, that create value), with maximum respect for the freedom of others and maximum tolerance for the diversity of ideas, beliefs and customs of others.

From the institutional point of view, this social balance requires flexible, unintrusive and stable legislation and a minimal state.

These conditions are necessary and sufficient for markets not to be distorted: optimal and unrestricted functioning of the markets is the only path to the maximum prosperity and economic development possible, because prosperity and development are created by the superior efficiency of resource allocation in the economy through market contracts and voluntary associations. The biggest part of the public agenda issues, extensively discussed in Romania, actually come from the misunderstanding of the fact that commercial and non-profit organizations are able to provide most public services more efficiently than the state.

Aiming to improve the institutional and value fundamentals of a society increasingly freer and more prosperous, the foundation carries out projects in three areas: human resources development, consultancy and institutional development, and research in human and social sciences.

The foundation is playing an active role in training and education by managing large scale strategic projects aiming at the development of entrepreneurial culture, facilitating access to employment for people in rural areas and youth, increasing the skills of managers and entrepreneurs in order to manage business more effectively and developing social entrepreneurship.

In the area of institutional and legislative development, CADI specialized in consultancy services and technical assistance for the Romanian public administration, developing and implementing public policies, laws, sectoral and development strategies (local and regional) as well as in conducting studies and social research.

Also, CADI organizes public debates and workshops on topics of public or scientific interest and develops educational and editorial programs in human and social sciences areas.
