With the financial support of the United Kingdom’s Embassy in Romania through the Global Opportunities Fund program, the project offered training to representatives of Public Policy Units in the ministries in 2007 and 2008, benefitting from trainers from the UK National Audit Office. The project promoted regulatory simplification of the impact evaluation process at the central administration level. We utilized a paradigm of analysis based on cost-benefit analysis: evaluating the costs and benefits of policies and legislation with the final goal of reducing the cost of bureaucracy and the sheer volume of red tape. According to our study, too few Romanian laws and regulatory measures have been or are properly crafted. We produced a detailed practical guide for the central administration on how to optimize public policy writing and evaluate projected impact.
