to be published by the Centre for European Studies.

"The economic crisis in Romania had an external cause, due to a fall in the volume of temporary international commerce, and an internal cause, due to the expansion of public expenditure of the Government of Tariceanu in previous years. The crisis has affected the private sector, which has restructured relatively quickly, and then the public sector, as a side effect of fapului derived from income taxes fell heavily in 2008 and 2009. Boc Government policy regarding the economic crisis may be described as "delaying the inevitable." The Government hoped that the situation of the crisis will end quickly, and get income from taxes will revert back to "normal". The need for structural reforms has been left in the backburner while pruning public spending have been made in a uniform manner in all sectors, keeping intact the structure of the administrative inefficiency. Among the positive measures taken are lowering the wages of State employees below the level of salaries of the private sector, improving the investment environment, continuing in the direction of the reforms initiated by the Government of Tariceanu (deregulation of the economy and reduction of bureaucracy), certain results in the fight against corruption and an attempt to reform the education system. However, real reform of the public sector has not been realized, and the economy still remains far more regulated than in Western European countries. " (Bobby Van)
