We invite you at CADI, on Friday, 15th April at 1800 to take part in a discussion regarding the rural development and autonomous local communities model, starting from chapter from Horia Terpe’s PhD thesis.

Introduction

From an economic, social and cultural point of view, Romania’s rural area is in an undeveloped state. There are multiple conjectural reasons for this situation, but one is permanent: local political organization inadequacy. Where specifically did it went wrong? How can we fix it?

Horia Terpe’s research follows the evolution of a special local political organization: the archetype of the archaic rural democracy from East Europe, where it is still functional. We can explore a series of revisions regarding to nature understanding, its evolution and survival:

• The arrangement has proven in time a remarkable adaptive capacity, as well as preferred democratic and economic qualities.

• These qualities give it superiority comparing it with its actual substitute in Romania: the village.

Horia Terpe concludes through imagining a new local and institutional organization that he named “autonomous local community”, resulted from introducing in the actual communities key structure institutions from people. The profile of the new political entity is that of a corporatized community, showing economic and democratic performances superior to the actual organizations. More than a solution to rural Romania’s problems, this institutional design can become a new solution to the local governing problems, with impressive generalised qualities. The generalisation is possible because the institutional design solution that was advanced is one of principle: The duplication of the democratic vote equal with an equal and concrete ratio from the public property.
