The general objective of the project was to build efficient decision-making processes at the level of local public administration in order to better meet the needs of the community.

The specific objective was to create an efficient decision-making flow through:


  • Increasing the level of accountability of the decision-making factors in the public administration institutions in setting the priorities and strategic objectives relevant for the community’s needs in 24 months from project kick-off

  • Improving the process of drafting and implementing the strategic and financial planning at the level of decision-making factors in local public institutions, in 24 months from project kick-off

  • Developing the knowledge and skills necessary for the human resources, through the proposed theoretic methods and instruments and practical exercises, in order to improve the public policies cycle management, in 24 months from project kick-off

  • Initiating the process of implementing the public policies cycle in local public institutions, by implementing the decisional instruments acquired during the pilot exercises, in 24 months from project kick-off.
