Announce the launch of the 2010 edition of the index of International property rights (IPRI), which measures the effect of the protection of the rights of intellectual and physical property rights over economic welfare in 125 countries totaling 97% of world gross domestic product. The fourth edition of the index confirms the positive connection between property rights and economic well-being.
The report shall be made by the Alliance for the rights of ownership (Property Rights Alliance), a division of Americans for Tax Reform in Washington, d.c., through the Fellowship program "Hernando de Soto ', in partnership with 62 organizations around the world. In Romania, CADI is project partner PRA.
The study takes into account three variables that integrates the most important aspects related to the protection of property rights: the credibility and stability of the legal and political environment (JP), protection of property rights (DPF) and protection of intellectual property rights (IPRs). Each country is judged on a scale from 0 to 10, where 10 represents the score awarded to the best measures of protection of property rights.
The results of the research highlights major economic discrepantele of why countries give increased protection of property rights and those of the opposite side of the ranking. Thus, the States of upper deck's focus is representing an average GDP per capita for eight times higher than that of the countries situated on the last places in the ranking ($ 35.6 girl $ 4.4), proving the strong connection between property rights and economic development.
Romania continued to be placed on one of the last places in the European Union regarding the protection of property rights, followed in the rankings by the IPRI Bulgaria only.
A study of the progress achieved, however records of Romania compared to last year. Romania ranked 55 in the rankings, along with Latvia and Panama, with a total score of 3.4, which represents a positive variation of 0.3 points towards 2009. This evolution is due to the progress recorded for each of the three variables taken into account.
The score variable JP (credibility and stability of the legal and political environment) has increased but just 0.3 points, from 4.5 to 4.8 in 2009 in 2010 (registered progress in particular in the components of the independence of Justice and control of corruption), while variables DPF (property rights) and IPRS (intellectual property rights) have had positive developments of 0.6 points (from 3.1 to 3.5 respectively from 5.2 to 5.8).
In terms of intellectual property rights, mainly the oscilatia evolution of the copyright protection type subcomponent and decrease from 60% to 40% share of the market for pirated music.
The study report again as legislation in the field of private property does not offer the degree of safety and knowledge necessary for entrepreneurs to increase significantly the attractiveness of the investment environment. IPRI team underperforming countries oriented towards the development of robust economies, putting emphasis on clarifying and enhancing responsible legislation to protect private property.
