The Constitution of 1991 and 2003, including, theoretically, the fundamental rules of society and the State, currently suffering from a deep crisis of legitimacy because they no longer represent citizens ' preferences. The crisis policy is actually the manifestation of an existing institutional crisis at the level of primary education.
Therefore, it would be more appropriate to talk about a democratic crisis-because the outcome of the constitutional issue to reflect a level of representation and the agregarii preferences. The distortion at the time preferences of the representation of "writing" the Constitution in 1991 (and the constitutional modification since 2003) led to over-representation of institutional interests of the old social structures and organisation who have experienced just the opposite camp with a disorganized. This led to the creation of a set of rules "breathable" to the old establishment.
The main feature of this set of rules is keeping the decision-making Center to a median level between popular sovereignty and "nondemocratie" with the help of rules affecting, on the one hand, the accuracy of the selection process, and, on the other hand, the current political decisions ' will of the majority. The electoral code or law of parties, for example, place and now the de facto power in the hands of certain groups of people around the party Presidents.
The solution of the crisis cannot stand constitutional rules in granting the preferences of citizens, through a process of peaceful, in formal frameworks of the existing Constitution; through a rewrite from scratch of the social contract, legitimate basis to substantiate a "new Republic".
The name "New Republic" was released last year, on the occasion of the debate of 29 September, organized by the CADI-Eleutheria, together with the Centre for resource and Strategic Initiatives Note (NASER) from Arad and associations Youth Initiative and Millennium Center in Arad.
The project "New Republic" has been turned into a program of analysis and debate on the topic of institutional reconstruction of the State based on the novel through constitutional reform and substantive consequential changes. The meeting marked, among other things, publish, by the Liberal Democratic Party, institutional reconstruction project as part of a political program.
