Introduction
"There are both scrambling and democracy in conflict, but the very idea of democratic process contains the germs of the conflict. Some of the best justification for secrecy is based on the same core values that support the argument against secretizarii. "

The Wikileaks phenomenon seems to speed up a resolution of the problem transanta the limits of government transparency. Governments have the right to keep secrets from their citizens? Any Government which holds secrets is a threat to freedom, or on the contrary, the existence of areas that escape demands absolute transparency is a precondition for the safeguarding of freedom? If there are secret, once revealed, would endanger the lives of some innocent, would jeopardize important diplomatic negotiations or would impede the administration of the law in the optimum parameters, lest it justify limiting transparency?
